Unable to Select Contract Number when Running Service Contracts Main Billing Program or Unable to Search for a Contract using specific Responsibility (Doc ID 2902156.1)

Symptoms

On : 12.2.6 version, Contracts Billing/Termination

ACTUAL BEHAVIOR
---------------
Find that using Service Contract User responsibility, one is unable to access any contracts nor run main billing with contract number.

EXPECTED BEHAVIOR
-----------------------
Expect to be able to query contracts using this responsibility and run main billing.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Using service contract user responsibility, try to run main billing with contract number, the contract number LOV does not bring up any values.
2. Go to search screen, try to search for any contracts, the contract number LOV brings up the contract numbers but search returns no contracts.
