Symptoms

On : 12.1.3 version, Customers Module

When creating a customer address with API, receive the following error.:

ERROR
Please enter valid address elements: STATE, CITY, POSTAL_CODE

STEPS
The issue can be reproduced at will with the following steps:
1. Run API to create customer address
