Engineering Change Order Revised Operations Form Do Not Have "Skill Check" And "Operation Competency" Fields That Can Be Used On The Routing Operations Form (Doc ID 2902717.1)

ACTUAL BEHAVIOR

User is unable to make changes to Routing Operation fields "Skill Check" and "Operation Competency" using an Engineering Change Order(ECO).  These are available on the Bill > Routing > Operations. However, not available on Change Order > Revised operations form. 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Bill Of Materials -> Routings -> Routing Operations – WIP Tab has “Skill Check” check box. When we enable the “Skill Check”, the “Operation Competencies” gets enabled and allows us to enter the Operation Competencies.
2. Engineering -> ECOs -> ECOs -> Revised Items -> Operations -> Revised Operations > WIP Tab does not have “Skill Check” check box nor the "Operation Competencies" List of values
