On : 12.1.3 version, Product Development Recipes
When retrieving any recipe on Recipe Details and then clicking the Validity Rules button without making any changes, the system asks "Do you want to save changes before proceeding (y/n)?" and if Y is selected a new recipe version is created,.
EXPECTED BEHAVIOR

The system should not ask the use to save if no changes have been made.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Formulator or Process Engineer > Recipes, query up a recipe > click Validity Rules button
