Error while creating purchase order through Buyer Work Center Negotiations Tab
ERROR

Failure of Web Server bridge:
No backend server available for connection: timed out after 10 seconds or idempotent set to OFF or method not idempotent
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Oracle Purchasing > Buyer Work Center > Negotiations tab
2. Negotiations > Simple Search: RFQ
3. Create Purchase Order (RFQ ######)
4. Click Submit
5. Error occurs
