Ingredient Picking Is Not Allocating the Move Orders After Upgrading from 12.1.3 to 12.2.10 (Doc ID 2903049.1)

Symptoms

On : 12.2.10 version

Since upgrading from 12.1.3 to 12.2.10, ingredient picking for OPM batches, using WMS picking rules, is not allocating any material. This was working before upgrading, and had worked in previous 12.2.10 test instances, but does not work in Production.

EXPECTED BEHAVIOR

Expect picking to work as before

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Production Supervisor > Ingredient Picking
2. Enter batch number and initiate picking
3. Get message "Move order created for the picking. None of the selected materials were allocated."
