ECC Run Data Load Fails With ORA-00054 (Doc ID 2903193.1)

Symptoms

On : 12.2.4 version, ECC Order Management

ECC Run data load fails with below error
Below are the job details. Child jobs are getting failed with resource busy wait. And also parent request keep on stay in "Running pause" status even all the child programs completed .

java.sql.SQLException: ORA-00054: resource busy and acquire with NOWAIT specified or timeout expired

STEPS

The issue can be reproduced at will with the following steps:
1. Order management super user
2. Run ECC Run data load
