WF Notification stuck with "SubmitProcess in progress" After RUP16 Patch (Doc ID 2903978.1)

Symptoms

After RUP16 Patch on EBS 12.2.10 version, the Workflow Notification screen is stuck with "SubmitProcess in progress"

When attempting to submit workflow notification in the notification details page,
the following error occurs.

ERROR

Warning

Low-level Diagnostic Logging is turned on. This may temporarily reduce performance.

Error: Cannot Display Page

You cannot complete this task because one of the following events cause a loss of page data:

Your login session has expired.
A system failure has occurred.

To proceed please select the Home link at the top of the application page to return to the main menu. Then,
access this page again using the application's navigation controls (menu, links and so on) instead of using
the browsers navigation controls like Back and Forward.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. apply RUP16 patch. Customer confirms that the patch applied without issue.
2. in the notification details page, when we add a submit button by personalizing and there is no controller code for that button, pressing that button leads to another page showing "SubmitProcess in progress".

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, the Customer may encounter a delay in non production go-live schedule.
