ACTUAL BEHAVIOR

Transactions with zero tax amount are missing from "Bulgarian Sales Tax Register" report output.
EXPECTED BEHAVIOR

Expected to have displayed transactions with zero tax amount in "Bulgarian Sales Tax Register" report output.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Accounts Payable (AP)/Accounts Receivable (AR) Localization responsibility.
2. Go to View > Request > Submit a new request
3. Run "EMEA VAT Selection"
4. Run "Bulgarian Sales Tax Register - GXML"
