Adding Custom Reports to the Pick Release Document Set Fails (Doc ID 290466.1)

Symptoms

When a custom report is added to the pick release document set, it is not submitted when pick release is ran.

Steps

1. Order Management Super User
2. Shipping--Setup--Documents--Document Sets
3. Add custom report to pick release document set.
4. Release Sales Orders form
5. Run pick release

Changes

Shipping has made a change (as part of bug 1830687) where the system does not submit a document if the document doesn't have a parameter
that doesn't have a name/value populated by the shipping process (like pick release, ship confirm etc.).
