Symptoms

When a custom report is added to a document set, it is not submitted when pick release is run.

Navigate:
Order Management Super User
Shipping--Setup--Documents--Document Sets

Changes

Shipping has made a change (as part of bug 1830687) where the system does not submit a document if the document doesn't have a parameter that doesn't have a name/value populated by the shipping process (like pick release, ship confirm etc.).
