Symptoms

When attempting to publish performance obligation the following error occurs.

ERROR

oracle.apps.fnd.framework.OAException: java.sql.SQLException: ORA-01403: no data found
ORA-06512: at "APPS.PA_PERF_OBLIGATION_PVT", line 1993
ORA-06512: at line 1


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Go to Projects SuperUser responsibility
Search the impacted project
Click on Details -> >Click on Performance obligations
Click on update
Publish the obligation
