Symptoms

 Unable to Set a Default tax Rule values in EbTax Form for either the Determine Tax Rate OR Determine Tax Status.

The Set Default pencil is disabled for rule types:
Determine Tax Status
Determine Tax Rate

Steps
1. Go to Tax Manager Responsibility
2. Go to Tax Rules
3. Query the Configuration Owner
4. Query the Regime and Tax and click on Go.
for the Determine Tax Rate OR Determine Tax Status rules,  no default value is derived AND
No possible to select any value either.
The pencil is NOT enable.
