Not Able To Apply AD/TXK Delta 14 Patch: script adgrants.sql doesn't create EBS_SYSTEM schema (Doc ID 2908016.1)

ACTUAL BEHAVIOR

Not Able To Apply AD/TXK Delta 14 Patch: adgrants.sql is not creating EBS_SYSTEM schema

Apply Delta 14 patch on EBS 12.2.x as per Doc ID 1617461.1.
Following the steps "3.2 Path B: Existing Release 12.2 customers (below AD-TXK Delta 14 codelevel)" from the above document

"@adgrants.sql APPS" failing with the error " ORA-01917: user or role 'EBS_SYSTEM' does not exist ",

It's not creating the new EBS_SYSTEM user when running the adgrants.sql from patch_33600809

 

adgrants.out will look as bellow: information about EBS_SYSTEM has been created is missing entierelly

 Customer have enabled PASSWORD_VERIFY_FUNCTION, prior to run adgrants.sql from patch 33600809
