Unable To Extract Seeded View IrcVacancyVO Trough JDeveloper Due to the Error Message “ORA-00942:table or View Does Not Exist”

Symptoms
After upgrade to 12.2 following error is raised on JDeveloper while trying to extract seeded view IrcVacancyVO.
ERROR

"SQL Query Error Message: ORA-00942:table or view does not exist".
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Using JDeveloper tool -> go to View Object Editor -> select seeded view with name IrcVacancyVO.
2. Error in raised in JDeveloper tool-> "SQL Query Error Message: ORA-00942:table or view does not exist".
Changes
Upgrade to 12.2.
