Symptoms

After applying 12.2 HRMS RUP16 patch, the Costing process completes with error, seen in the log file.

ORA-03149: Invalid Oracle error code
FND_FLEX_KEYVAL.combination_id at location 3014

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

In HRMS Manager responsibility or equivalent:
1. Navigate: Processes and Reports > Submit Processes and Results > Single Request
2. Run Costing process
3. View log and see error
