Symptoms
When the expense report is submitted to approver who is on Temporary Leave (FMLA), notification reassignment functionality is not working and even the vacation rule is not working as expected. However vacation rule works fine when the Supervisor is not terminated or is on FMLA leave. It is expected that vacation rule works fine when the supervisor is on FMLA leave.
==Steps To Reproduce==
1. Using HRMS responsibility open 'Enter Person' form and set the status of supervisor to FMLA Leave.
2. Submit expense report
3. Check the status of expense report and also check the workflow status
