Routing Operations Missing Attachments After Revised Operations Were Implemented Using An Engineering Change Order (Doc ID 2908737.1)

Symptoms

Engineering Change order (ECO)  was created to revise few Routing Operations. Once the ECO was implemented, the new revised operations are missing attachments. For some revised items, the Operation attachment did not carryover from the old operation.
 
STEPS

The issue can be reproduced at will with the following steps:
1. Engineering > Change Orders > Create an ECO
2. Click Revised items > Add revised items > Click Revised operations  > Make changes to the routing operations as desired.
3. Tools > Implement > Implement the ECO 
3. Go to the Routing > Operations > Place cursor on one of the operations > See the Attachment icon (Paper clip is disabled).
