Symptoms
Problem Statement:
When attempting to run "Quantum Data Update Installer", the following error occurs.
Updating Quantum Database
/.../EBSapps/appl/pay/12.0.0/bin/PYUVEN
Program was terminated by signal 11

When executing the diagnostics, following error occurs.
$PAY_TOP/vendor/quantum/utils/diagnos
=> 1. - Test Vertex Payroll Tax Q Series Payroll Database Connection
Enter database connection information ==>
Datasource: <enter data source e.g. $PAY_TOP/vendor/quantum/data>
>> Payroll database is not populated
=> 1. - Test Vertex Payroll Tax Q Series Payroll Database Connection

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- Login as US HRMS Manager responsibility.
- Submit "Quantum Data Update Installer".
- Request fails with the error.
