Site Hub Sites Purpose - Unable To Remove Purpose Only Able To Make Inactive

Symptoms
On : 12.2.10 version,
ACTUAL BEHAVIOR
Users would like to remove instead of make Site purpose inactive.
As of now whenever we want to delete any purpose from a site either we do the same from workbench hierarchy or using script by backend.
STEPS
The issue can be reproduced at will with the following steps:
1. Site Management User > Sites
2. Select a Site and click Update icon
3. Goto Purpose section, the remove icon is greyed out.
