Symptoms

G-Invoicing: Servicing SFO requesting TAS LOV returns no values if the requesting agency is not in the same system.

Steps to Reproduce:

1. Create SFO where requesting agency is not on the same instance
2. Goto Schedules and open requesting TAS LOV and no values are returned.

This happens only if the requesting agency is not in the system, i.e. different org_id
