EBS R12 : Request Set Submission Difference In From Level

Goal
After upgrade from R12.1.3 to R12.2.11 when using form menu to submit request set, after Submission 'submit a new request form' will not be closed.
Is this is a correct behavior in R12.2.11?
REPRODUCIBLE STEPS:
R12.1.3
1. Navigate to system administrator responsibility > Requests > Run > 'Submit a new Request' window opens
2. Then Select "Request set" option > Query for request set and select parameters > Then submit it
3. Give 'No' in decision Window> All Forms get closed and the cursor is back to "Navigator - system Administrator' form.
R12.2.11
1. Navigate to system administrator responsibility > Requests > Run > 'Submit a new Request' window opens
2. Then Select "Request set" option > Query for request set and select parameters > Then submit it
3. Give 'No' in decision Window> Forms get closed and the cursor is back to 'Submit a new Request' Window
