Symptoms

In case of consigned Purchase Orders (POs), when profile 'PO: Auto close 2-way matched shipments if fully invoiced' is set to Yes, then PO is automatically Close.
Consigned POs will not be invoiced so this profile should not be honored for such a scenario.

Steps to reproduce

1. Set profile 'PO: Auto close 2-way matched shipments if fully invoiced' to Yes.
2. Create a consigned PO with one line. At shipment level we have CONSIGNED_FLAG=Y.
3. Approve the PO.
4. PO is automatically closed.
