Autoconfig DB Tier fails ORA-01031: insufficient privileges on txkcreateACL.sh during DB clone / refresh. (Doc ID 2910147.1)

Symptoms

On : 12.2.5 version, Rapidclone

When attempting to run autoconfig on dbtier,
the following error occurs.

  AutoConfig could not successfully execute the following scripts:
  Directory: /u01/app/oraxxxxx/product/12.1.0.2/dbhome/appsutil/install/XXXXX_xxxxxxxdb101
  txkcreateACL.sh INSTE8_APPLY 1

AutoConfig is exiting with status 1

STEPS
-----------------------
The issue can be reproduced at will with the following steps:


1. Clone database via Note 1383621.1 - Cloning Oracle E-Business Suite Release 12.2 with Rapid Clone

2. run autoconfig on dbtier (sh <RDBMS_ORACLE_HOME>/appsutil/scripts/<CONTEXT_NAME>/adautocfg.sh)

Issue running autoconfig on database tier after database clone / refresh.
