Performance issue with Transaction Register Report after upgrade to R12.2.x (Doc ID 2911159.1)

Symptoms

On : 12.2.11 version, Oracle Receivables Performance Issues
The below seeded programs are running long on 12.2.11 instance
Transaction Register
RX-only: Transaction Register

The same program used to finish in few minutes in R12.1.3 instance

STEPS TO REPRODUCE

The issue can be reproduced at will with the following steps:
Navigation - Receivables Manager Responsiiblity
1. Run Transaction Register Report
Enter parameters
Reporting Level : Ledger
Reporting Context : <ledger name>
GL Date From : <gl date from>
GL Date To : <gl date to>
GL Account low : <enter low account>
GL Account high : <enter highaccount>
Other parameters can be left blank

2. It will call child program RX-only: Transaction Register
The child program will finish in 3-4 hours.
Parent program will also wait till child program finishes.
