Symptoms
On : 12.1.3 version, Approvals - Requisition, PO
When an i-Supplier submits change request on a Purchase Order, the following error appears in the workflow:

Error 3240: Error '-4061 - ORA-04061: existing state of has been invalidated
ORA-04061: existing state of package body "APPS.PO_CHANGEORDERWF_PVT" has been invalidated
ORA-04065: not executed, altered or dropped package body APPS.PO_CHANGE_REQUEST
STEPS

The issue can be reproduced at will with the following steps:
1. Log in to Oracle Apps with Purchasing Responsibility.
2. Create a Purchase Order and Approve it.
3. i-Supplier performs Change Request on this Purchase Order.
4. Buyer encounters the Error.
