R12: AP: 1099-NEC Doesn't Print Year 22

Symptoms
1099-NEC doesn't print Year 22
2022 1099 Patch 34056850:R12.AP.B/34056850:R12.AP.C has been applied. However, the '1099 Forms PDF Format' program does not print the year (22) when running it for NEC.
The MISC format works as expected.
The year "22" should print on the 1099 PDF Forms report when run for NEC.
Steps to reproduce:
1. Create invoice for 1099 supplier with income tax type as MISC7. Account and pay the invoice.
2. Run the US 1099 Report for a period that includes the MISC7 invoice. Run the report for the single supplier.
3. Republish and select Form 1099-NEC Copy B. Notice that tax year is not printed.
