Attachments Not Getting Created Using Requisition Import After Upgrade (Doc ID 2912230.1)

Symptoms

ACTUAL BEHAVIOR:

When attempting to create new lines with attachment using Requisition Import,
it is not importing attachment data passed to the interface tables.

EXPECTED BEHAVIOR:

When attempting to create new lines with attachment using Requisition Import,
PR should get created with attachment passed to the interface tables.

STEPS:

The issue can be reproduced at will with the following steps:
1) Populate the PO_REQUISITIONS_INTERFACE table
2) Insert the Note_ID from the FND_documents.document.id
3) Run the Requisition Import program
