Symptoms
On : 12.2.10 version,
When performing a WIP Completion, the following error occurs when the Cost Manager attempts to process the transaction:

cmlcfm(): ORA-01458: invalid length inside variable character string.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Perform WIP Completion
2. Run Cost Manager
3. Review error in mtl_material_transactions table
