Symptoms
Unable to create sales orders.
Sales Orders creation raises error ORA-06512: at "APPS.P_VERTEX_ETAX_PKG"
The eBTax log file shows the following message:

Steps to reproduce:
- Log into Oracle Applications using an Order Management responsibility.
- Open the "Sales Orders" screen
(N) Orders, Returns > Sales Orders - Crete new Order. Upon saving, user receives the Error
