iProcurement Requisitions Cannot Be Raised or Submitted After Data Masking (Doc ID 2912779.1)

Symptoms

After applying data masking using Oracle data masking script per <Note 1481916.1>, users are no longer able to raise and submit iProcurement requisitions.

Requisition cannot be submitted due to 'Approval list could not be generated' warning as follows:

(X) Error:
  You do not have the authority to approve this requisition and an Approval List was not created automatically.
  Please contact your system administrator.

i.e.:


 
Steps:
  a. Apply Oracle data masking
  a. Go to iProcurement responsibility
  b. Pick one Requisition from the list
  c. Proceed to Edit and Submit Requisition
  d. At Requisition Information stage, the error above occurs attempting to progress to Approvals stage
