Retro Element is Costing Incorrectly For Mid-period Organization Change (Doc ID 2913212.1)

Symptoms

The Costing process is creating the wrong organization costing details when processing Retropay entries for a retrospective mid-month organization change. This costing process is correct if the mid-month change is in the current period but incorrect when processing the arrears for a retrospective mid-period organization change.  These incorrect costing details are seen in the Costing run results screen of Payroll Process Results.

STEPS

The issue can be reproduced at will with the following steps in the HRMS Manager responsibility (or equivalent)
1. Make a retroactive mid-period Org change to an assignment.

    Navigate: People > Enter and Maintain > query for employee > Assignments

2. Run Retropay (Enhanced) and see retro entries created.

    Navigate: Processes and Reports > Submit Processes and Reports > Single Request

3. Run Payroll concurrent process and see run results are prorated for the retro entries

    Navigate: View > Payroll Process Results

4. Run Costing concurrent process and see that the cost center is incorrect for the retro entries

    Navigate: View > Payroll Process Results > Costing
