When Reversing Primary The Secondary Reversal Failed Because The Effective Date Was Not Calculated Correctly

Symptoms
When attempting to manually reverse a reversed journal the following error occurs in secondary ledger:
ERROR
-----------------------
PREV0021: Reversal period of secondary ledger(s) is in closed / never opened status
-----------------------
PREV0021: Reversal period of secondary ledger(s) is in closed / never opened status
The reverse period is open in primary and secondary ledger.
The issue can be reproduced at will with the following steps:
1.Login to General Ledger Super User Responsibility.
2. Navigate to New Requests > Run Request for Reverse Journals.
3. Check the Log file and notice the error mentioned above.
