Performance Issue In Transfer Time From OTL To BEE For Oracle Time and Labor Rules (OTLR) Timecards After RUP16 (Doc ID 2913662.1)

Symptoms

There is a performance issue when running Transfer Time from OTL to BEE.
The process usually takes about 10 minutes to complete but after applying RUP 16 it now takes 4hours+


STEPS

The issue can be reproduced at will with the following steps:

1. Using  OTL Application Developer responsibility.
2. Navigate to View > Requests > Submit a new request.
3. Run "Transfer Time from OTL to BEE" concurrent request

 Customer upgraded to R12.HR_PF.C.Delta.16 <Patch  33527653>
