Transaction Date/Time for Automatic Release Ingredients is Not Getting Set to the Batch Actual Start Date/Time (Doc ID 2914224.1)

Symptoms

When Releasing a batch with Automatic consumption ingredients, and entering an actual start date before the current date but within the current period, the automatically created WIP Issue transactions are getting SYSDATE for the transaction date instead of the entered actual start date. This occurs when the profile INV: Transaction Date Validation is set to "Do not allow date in past period"

EXPECTED BEHAVIOR

Expect the transaction date to be set to the actual start date.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Release a batch (Production Supervisor > Batch Details > retrieve batch > Actions > Release)
2. Check the transaction date of the transaction create by the Release (from Batch Details > Inventory > View Material Transactions)
