Symptoms

In 19c environment, "PRC: Create and Distribute Burden Transaction" process takes almost 3x more time to process similar number of transactions compared to non-19c environment.

From the raw SQL trace of "PRC: Create and Distribute Burden Transaction" process, a performance issue is seen in the following statements:

  2. Navigate to Other > Requests > Run
  3. Submit the process
