PAXURVPS: Unable To Select And Copy Details From The Header In Project Status Inquiry

Symptoms
When in the Project Status Inquiry form (PAXURVPS), a user selects a project and clicks on the 'Project' button. The Project Information form
opens. The user is not able to click in the Description field to scroll over to view the complete text within the field and is not able to copy the value in the field.
Steps to reproduce:
1. Using a Grants responsibility navigate to Project Status
2. Enter the Project Number and click 'Find'
3. Click the 'Project' button
4. This brings up the Project Information form. The fields in the header are greyed out. The user cannot click in the "Description" field to scroll over to view the full value in the field and cannot use the Edit Field icon.
