EBS R12.2.11 Not Able to View Attachments When Attachment Is Created Without Title

Symptoms
ACTUAL BEHAVIOR
Under Title column, link to view the attachment is not shown in inline mode when attachment is created without title
EXPECTED BEHAVIOR
Under Title column, link to view the attachment should be shown in inline mode even the attachment is created without title.
STEPS
The issue can be reproduced at will with the following steps:
1. Navigate through Maintenance Super User(R). Select any organization and click Go.
2. Click on Work Requests. Search for any request number and Click on Go.
3. Click on View Attachments Link icon under attachment column of results table.
4. In the popup, there is no link shown under Title column, so couldn't see the attachment.
