Symptoms

Logging is enabled according to Chapter '7 Logging for Web Services'  in "Oracle® E-Business Suite, Integrated SOA Gateway Implementation Guide, Release 12.2, Part No. E20925-19"

Navigate to Integrated SOA Gateway.

 Go to 'Service Monitor'.

Query up your Web Service.

There isn't any log information.
