Symptoms

When attempting to attach any function to Menu
the following error occurs.

ERROR

FRM-40735: post-insert trigger raised unhandled exception ora-12703




STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open the EBS Application and Launch the Form
2. Navigate to System Administrator > Application > Menu
3. The above error will be appeared When try to attach the function to the menu


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot attach the function to the menu
