Admin User Unable To Update Trade Management Offers (Doc ID 2915135.1)

Symptoms

After upgrading from 12.1.3 to 12.2.9, only the user who created the offer is able to edit or terminate the offer.  Admin User is unable to update Active Offer.

Steps:

1. Log into Trade Management as a User who is setup with Group associated to profile AMS: Admin Group.  This User has Admin privileges.
2. Trade Management > Trade Planning > Offers
3. Select an Active Offer, and open to the Update Offer screen.
4. User is unable to update the offer.

Changes

Recently upgraded from 12.1.3 to 12.2.9.
