Unable to Close Job Even Though no Pending Transactions Exist

Symptoms
When attempting to close a discrete job via the forms, the following error occurs.
ERROR
There are transactions pending against these job.
STEPS
The issue can be reproduced at will with the following steps:
1. Responsibility: Work in process
2. Navigation: Discrete > Close Discrete Jobs > Close Discrete Jobs (Form)
3. Log output shows there are pending transactions.
