Symptoms
On : 12.2.10
++ Instance has been upgraded EBS to 12.2.10 from EBS 11.5.8
++ When navigating through the menu entries for Receivables Menu AR_NAVIGATE_GUI, below error is thrown

APP-FND-01572: Invalid foreign key data was found for this record
Value 47147 for column FUNCTION_ID does not exist in the table FND_FORM_FUNCTIONS_VL
STEPS

The issue can be reproduced at will with the following steps:
1. Login to EBS
2. Query menu AR_NAVIGATE_GUI
3. navigate through the menu entries
