Symptoms
When attempting to format the Payment instruction, the following error occurs.
ERROR

This Payment instruction cannot be formatted. The payment document is already in use by Payment Instruction 226494.
You must complete recording print status of the payment instruction still in process
ORA-20001: in Package IBY_DISBURSE_UI_API_PUB_PKG.perform_check_print

STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Payables Responsibility > Payment Manager
2. Submit a Payment Process Request
3. Unable to format the Payment instruction due to the above error
