Order Line Stuck In Shipped Status Yet All Related Shipping Activities are Completed and Order was Invoiced

Symptoms
ACTUAL BEHAVIOR
Find that on a sales order that line 2.1 is stuck in shipped status.
In Shipping Transactions forms, it shows that the line was interfaced.
Also the invoice was generated.
EXPECTED BEHAVIOR
Expect that Shipped order lines will progress to Closed status
STEPS
The issue can sometimes be seen with the following steps:
1. Order Management responsibility
2. Navigation: Orders,Returns>Order Organizer
3. Query the order and navigate to the problem order lines. See issue.
