Need-By Date Error - The Line 1 Need-By-Date Defaults To 2 & Must Not Be In Past Error (Doc ID 2915983.1)

On : 12.2 version, Requisition Creation

When creating a Non-Catalog Request from iProcurement (or an Internal Requisition), users are facing error message related to requisition line creation Need-By-Date.  Error occurs in iProcurement when approver is changing Need-By-Date Default Date to an earlier date.

Need-By Date - Need-By Date must not be in the past

The issue can be reproduced at will with the following steps:
1. Login to iProcurement
2. Check the iProcurement Preferences and see that "Need By Date Offset" has value "2".
3. Shop tab > Non-Catalog Request subtab.
4. On the Non-Catalog Request page, add a Goods type item to cart.
5. View Cart and Checkout.
6. In the Shopping Cart pop-up window, see that the Need-By date has defaulted to two days beyond today's date (ex. 15-Aug). Change the date to a later date and then click the Edit button.
7. On the Edit and Submit Requisition page, click the Submit button.
8. Acknowledge the confirmation message by clicking the Continue Shopping button.
9. Reported error is presented
