In Oracle iProcurement, Error Occurs When Creating an Express Receipt - Your receipt could not be created successfully due to an unexpected error - No data found (Doc ID 2915985.1)

In Oracle iProcurement, Release 12.2.4 and later, a user receives an error when trying to perform an express receipt against two specific purchase requisitions.


Your receipt could not be created successfully due to an unexpected error. Please contact your system administartor with the following information for further assistance.
"no data found"

FND debug log shows additional error information:

po.plsql.po_message_s.set_trx_defaults.000.EXCEPTION    4    ;SQLERRM = ORA-01403: aucune donnée trouvée
po.plsql.po_message_s.val_express_transactions.040.EXCEPTION    4    ;SQLERRM = ORA-01403: aucune donnée trouvée

Steps to Reproduce

The issue can be reproduced at will with the following steps:
1. Log in to Oracle Applications.
2. Navigate to an iProcurement responsibility > iProcurement Home Page.
3. On the iProcurement home page, in the My Requisitions region, click the Express Receive icon for the desired requisition (there are two available for "Express Receive").
4. On the Receive Items: Review and Submit page, submit the receipt and the error appears at this point.
