New Tabs For Lease Versioning Functionality Are Missing From the Lease Form After New Implementation With Patch 34534575 (Doc ID 2916250.1)

Patch 34534575 brings new Lease Versioning functionality which requires new tabs in the Create Lease window.

When applying patch 34534575 with a new implementation of Property Manager, the new Lease Versioning tabs on the lease form are not available.
Examples of the new tabs are the Version tab and the Errors tab.  Also missing are the new buttons for Finalize Lease and Rent Increase.

When applying the patch to an existing version of Property Manager, the issue does not replicate and the new tabs are available.

Steps to Reproduce:

1. Install Property Manager as a new implementation with patch 34534575

2. In a Property Manager responsibility, navigate to Leases and Documents > Main Lease > Enter Leases and Documents

3. Click New and a new lease window will open

4.  Expect to see new Lease Versioning tabs, but they are not shown in the lease form
