System populating Incorrect Tax conversion date at Shipping transaction

EXPECTED BEHAVIOR
-----------------------
System should populate correct Tax conversion date at Shipping transaction

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a sales order and apply tax
2. Create shipping transaction
3. Notice that the Tax conversion date is showing for Sales order and not the current date. Ideally it should show the current date
