ACTUAL BEHAVIOR

Change Main Appraiser functionality doesn't work in the following specific scenario:

Change Main Appraiser doesn't work as expected on Appraisal page, when the new main appraiser assigned, doesn't have any eligible employees reporting into him/her as a part of the performance review plan.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Using Manager Self Service responsibility.
2. Navigate to Appraisals page.
3. Select any employee and click on Update action.
4. Click on Change Main Appraiser button.
5. Assign this to any employee (who doesn't have any employees reporting into this person within the plan).
6. Login with new main appraiser.
7. Go to Performance Management page.
8. Select the plan and see that the newly assigned employee is not in the list of employees.
