ADOP FAILURE DUE TO INVALID WORKER COUNT: 0 (Doc ID 2916436.1)

Symptoms

On : 12.2.9 version, Online Patching - OP

To apply <Patch 32491695>, run "adop phase=prepare" and got an error below

Error

...
Validating system setup.
[UNEXPECTED]Invalid worker Count: 0
[UNEXPECTED]Error validating worker count
...
adop exiting with status = 2 (Fail)


and adop.log is 0 byte.

Also adpawc.xml was like below.

<?xml version="1.0"?>
<WORKER_COUNT>
<RECOMMENDED>0</RECOMMENDED>
<MAX>1</MAX>
</WORKER_COUNT>

 Otherwise add worker=1 option, can not go forward.

Changes

 N/A, before adop worked fine.
